WordPress administrators manage Steuard's dashboard, connections, settings, review moderation, and license because those screens require the manage_options capability. Users who can edit posts can insert Steuard blocks and use the editor's menu or review pickers on content they are allowed to edit.
Manual menus use WordPress's normal post capabilities, but Steuard's top-level admin navigation is administrator-only. Editors therefore do not receive the standard Steuard → Menus navigation even though the underlying menu post type uses post capabilities.
If a custom role needs access beyond inserting blocks, have a WordPress developer review the site's capability and admin-menu requirements. Do not grant manage_options only to expose Steuard; that capability also grants broad access to site settings.
